Strengthening health and human services
from practice to policy.

We partner with HHS agencies at every level of government to improve practice outcomes, build leadership capacity, and create sustainable change for the communities they serve.

Start a Conversation

Practice-first consulting for agencies that serve people.

Savin Hill Consulting was founded on a simple principle: technology and process should serve practice — not the other way around. We work with health and human services professionals at the national, state, and local levels to improve the way agencies deliver services, lead teams, and manage change.

We don't hand off reports and walk away. We get in the work with your team — assessing what's real, building what's needed, and staying until it sticks.

Practice Over Technology

We understand frontline work and design solutions around how people actually do their jobs — so they spend time with people, not struggling with systems.

Collaboration Is Non-Negotiable

Working together isn't a nice-to-have. It's the critical skill that makes programs grow and outcomes improve. We build it into everything we do.

Sustainable Solutions

We build internal capacity — not dependency. Our goal is to leave your agency stronger, more capable, and more resilient than we found it.

People at the Center

Behind every system, policy, and process are the people being served. We never lose sight of who the work is ultimately for.

Deep HHS expertise, applied where it matters.

Our consulting practice spans the full breadth of health and human services — from frontline practice improvement to enterprise-level strategic planning.

Andrea Richardson, CCMP, LSSGB

Andrea founded Savin Hill Consulting after more than 30 years working in health and human services — not from the sidelines, but in the work itself. From front-line child welfare practice to managing multi-million dollar federal initiatives, she built a career around one belief: put practice first, and the right solutions follow.

She's worked at every level — county, state, and federal — and understands the roadblocks HHS professionals face because she's lived them. That firsthand knowledge is what makes Savin Hill different. Every solution we build starts with the people doing the work and the people being served.

"Building solutions to systemic problems and understanding first-hand the struggles HHS professionals face are the drivers for my work. Creating sustainable solutions that turn the focus back to the people who need us — that's what drives everything I do."

Andrea Richardson

No templates. No theory. Just the work.

Every engagement starts with listening. We learn your agency, your people, and your challenges before we build anything — and we stay in the work until it's producing results.
